SEG’s look at the reputation of the links in emails and remove emails containing senders and websites with poor reputations. Ultimately, it's the users' decision (not the tool) to open or not open the links.
Both Google Safe Browsing and Microsoft Defender SmartScreen check the sites you visit against a dynamic list of reported phishing sites and malicious software sites. If they find a match, they will show you a warning letting you know that the site has been blocked for your safety.
Because never-before-seen or zero-day phishing sites do not exist in the dynamic list of reported phishing sites, these tools cannot protect against brand-new phishing websites.
